Disable messages to the recipient

Set the setting "Silent Viruses" to "All Viruses" and set "Send notices"
to yes.

Set "Notices to" accordingly.

I don't know how to disable attachment blocking messages to recipient,
though.  But I think you wouldn't want to do that.
