That's because when sendmail receives the message, it's only 1 message with
2 recipients, not 2 separate messages. You can get round this by using
queue-groups to limit the number of recipients per message to 1, at which
point MailScanner will be given 2 messages. Search the archives for
"sendmail queue groups" and you should find it. It's been discussed on the
mailing list quite a few times before.
