Need clarification on whitelist rules

The only problem I can see with it right now is that there will have to be
a rule this rule to check the To:, CC: and BCC: headers to ensure that it
gets disposed of properly in the case that all possible local recipients
are removed. I'm sure you've probably already thought of that, though. :-)
