Mark,

If their mail server is down, to save unnecessary processing time, you
may want to move them to a separate queue.

You can possibly do it 2 ways:
1) At the MailScanner.conf, you can specify a ruleset file for Outgoing
Queue to make sure their mail gets to the
  backup dir (say /var/spool/mailbackup).

2) Use qtool.pl (if memory serves me right, it's under sendmail contrib
dir, but a google search will get you there) to move it to a separate
queue say /var/spool/mailbackup

Once their exchange is up, you can run
   /usr/sbin/sendmail -q -OQueueDirectory=/var/spool/mailbackup
-OTimeout.queuereturn=10d {depends how long they are down)
-OTimeout.queuewarn=10d

You can also, by your own preference, generate the warning message to
the sender by running the queue on /var/spool/mailbackup and tune
Timeout.queuewarn to which ever you like.. Some people expect their
mails to be as fast as IM :-)..

Thanks,
