mail stopped being delivered

we are running MailScanner version 4.35.10 and sendmail 8.13.1

everything was working fine until today morning. NOw we have mail
stuck in both in and out queue and mail not being delivered locally or
to the internet.

I am sure a developer who was on the system did something. But as
usual I get I did nothing answer.

What could have changed?
