I got similar problem recompiling SA 3.0.1 on rhel es 3 (tao is rhel 3
rebuild)

I had erroneously overwritte one RH perl packages with one included in
MailScanner
After reinstalling RH perl package ( perl-HTML-Parser-3.26-17 or
perl-HTML-Tagset-3.03-28 )
i have successfully recompiled SA using the origin SA tar.gz
# rpmbuild -ta Mail-SpamAssassin-3.0.1.tar.gz

also from SA 2.63 to 3.x there is 2 new dependencies

perl-DBI
perl-Digest-SHA1
