In fact, I think this setting is for a general-purpose server, not a
mail server. It stops processing mail after it gets to a load of 12 so
that other applications and services on the server can cope with the
imprtant requests, leaving mail, a secondary service, unprocessed during
that time.
For a dedicated mail server, it doesn't really make sense to stop
processing mail even if the load is high, unless you run out of memory.
