you dont have to restart Sendmail after updating db.  a restart is only
needed if you change a .cf file or recreate a .cf file through m4.

and a user might get in trouble with that command above...  it should be
"makemap hash virtusertable < virtusertable".  but that also depends on
how it is defined in the sendmail.cf.
