Fedora Core 2 & mailertable not working?

I set up the access db as well as the relay-domains file (one or the
other) and I was able to get it working.

However, in doing a relay test, the server accepts email for sites not
on the list.  A bit later, I'll get a NDR saying "you do not have
permission to send to this person".

Which makes me think that there are going to be dumb spammers out there
who think that the system is open, and will basically force this system
to spam NDR's.

Something tells me that I'm missing another setting somewhere.
