Beta version 4.31.3 released

This is a quiet announcement as I would just like some people to test it
for me.

In particular, the install.sh script in the tar distribution. This has been
tested on a few different architectures, and includes the workaround needed
for gcc on Solaris systems when building for Sun's Perl installation.

If any other workarounds are needed for other operating systems or
distributions, please let me know as soon as possible.
