Blocking network in MS?

Hello,

If I wanted to block an entire network from being able to email our
domain, what is the format to accomplish this in the MS blacklist file?
Or should it be done in SpamAssassin? 

I know how to do it in the Sendmail access file, but if it's done there,
then SpamAssassin cannot learn from it. What is the opinion on this,
does it matter?

What I'm trying to do is write a script that monitors inbound spam and
compares IP addresses. If somewhere around 5 - 10 spam come from
different email domains, but from the same IP, I want to look at just
blocking the IP.
