Spam not Delivered

I have been getting a lot of messages with the subject "Spam not Delivered",
but I do not have notify on in the config file. I am using the latest
stable version 4.30-3. I had it on for a day to test some rules, but it
seems as if it will not go off!!

Darn stubborn software.
 I have it instaled on two systems. One with Redhat 9 and the other is
Redhat 7.3
