Non-password ZIPs detected as passworded

Running MS 4.30.3-2 on Fedora Core 1 box. We've had two instances today
of internal users sending password-protected zips that were blocked
since they were a password-protected ZIP archive. I wasn't sure I
believed the first user when he said it wasn't protected...but when the
second user sounded like she wouldn't know how to put a password on a
zip, I checked the quarantine. After decoding the email (mewdecode for
one, uudecode for the other), both archives were unzip-able on the
command line with Zip 2.3. Listing the archive and extracting the
contents succeeded without error (i.e., no archive corruption).
