Skip scanning for large messages

I asked this question about two weeks ago and the answer was basically, you
can't.  There is an option for "max spamassassin size" but this just sets
the size of the portion of each msg that is scanned.

I believe it used to mean what you want it to do but was changed at some
point.  I would also be interested in a true "max scannable msg size"
parameter.  Let me know if you come up with anything.
