ruleset question

Hi!
Mailscanner is working fine here at our company, about 95-99% of the
spam gets tagged and users can easily sort them out.
I'm currently working on a ruleset, so that users can decide to delete
high scoring spam on the server (instead of getting them deliverd with a
spam tag). There is just one thing I'm not quite sure. Let's say I have
the following ruleset for high scoring spam:
From: user1 at domain store
From: default store striphtml deliver
Now let's take an email which goes to user1 at domain AND user2 at domain. The
mail gets marked as high scoring spam, and the above rules apply. What
happens?
a)
The mail gets stored because of the user1 at domain entry. Nothing else
happens.
b)
The mail gets stored, stripped and delivered to BOTH user1 and user2
because of the default action.
c)
The mail gets stored because of the user1 at domain entry. The mail also
gets stripped and deliverd to user2 at domain because of the default entry.
