slow sendmail output since MS 4.28.6

Sorry, I meant where is the MS setting for this?  Before 4.28.6, sendmail was processing the messages in batches but with much shorter delays. 

By the way I don't have /etc/sysconfig/sendmail (and much experience with sendmail!)
