OT: Submitting URLS to SURBL

Hi, I use the surbl system and I got a spam this morning with this url:

http://vneq.f.51FL.COM-MUNGED/29/  (remove "-MUNGED")

It didn't get caught by my MailScanner/SA, and I was wondering how I
could add it so other people will be able to detect it.

I  checked here http://www.rulesemporium.com/cgi-bin/uribl.cgi and it is
not listed.  There is a link to a "submission form" but it says that no
lists are accepting submissions.

Or maybe it is only submitted if it is considered as spam by SpamAssassin?
