non spam actions ruleset not working

I've tried different actions in a ruleset for non spam actions, but none
works; the mail just gets delivered

in MailScanner.conf:

Non Spam Actions = %rules-dir%/clean.send.rules

in /etc/MailScanner/rules/clean.send.rules:

ToOrFrom:       default         deliver
From:   some at dom.ain  forward other at dom.ain
To:    else at dom.ain    store

The above rules are not obeyed; am I using a wrong syntax or what?

I have these rulesets which appears to be working.

Virus Scanning = %rules-dir%/scan.rules
Is Definitely Not Spam = %rules-dir%/spam.whitelist.rules
Is Definitely Spam = %rules-dir%/spam.blacklist.rules
Required SpamAssassin Score = %rules-dir%/spam.mark.rules
High SpamAssassin Score = %rules-dir%/spam.kill.rules
