Delivering mail with "dangerous" HTML in an attachment?

Has consideration been given to a 4th option for dealing with dangersous
HTML tags that would allow the original message to be delivered as an
attachment, much like tagged spam can be delivered as an attachment with
the original message untouched?
It would require a new /etc/MailScanner/reports/en file that would
provide some dire warning text for the recipient that we can use/tailor
as appropriate.
I know that we can use a ruleset to allow HTML mail from named "From"
addresses but the important message (typically an airline/ferry on-line
booking confirmation) is already mangled before the user realises that
the source could have been added to the ruleset.
