Releasing mail from Quaratine / EXIM

Hello,
Is there more to this command?
/usr/sbin/exim -C /etc/exim_outgoing.conf -t < message
I receive this error message when I did this.
A message that you sent contained no recipient addresses, and therefore
no delivery could be attempted.
The email did go when I dropped this into the queue.
