Running Mailscanner AFTER sendmail?

Just to understand you correctly, this system does not have the mail user accounts?
This system is a gateway that forwards to another machine?

Because if the MailScanner machine also is where the user accounts reside, then of
course the initial sendmail process will reject mail for unknown users.  It goes like
this:

Sendmail receive > MailScanner > Sendmail deliver
