ANNOUNCE: Stable version 4.31 released

Just installed this version on our HP9000 system and we see the following in
the mail logfile :

According to the config file it should default to flock when using sendmail
but for some kind of reason it's using posix resulting in the errors above.
After changing the Lock Type entry to flock in the config file the
mailscanner is working again.
