Error on restart

Config.pm is in /usr/lib/MailScanner/MailScanner, with other .pm files.
  But what states the error?  It is looking for a called "restart"? or
another?

  At line 575 of Config.pm, I've got:

$fh->open("<$filename") or die "Cannot open config file $filename, $!";

I can't help more though...
