SpamCopURI-0.19 seems broken

I'm using SA 2.63 not 3.0.  Something broke when I installed the two URI
and SpamcopURI modules from CPAN.

SA stopped scoring all messages.  That's why I went back and reinstalled
SA then the two modules.  Once that was done everything started working
again...with URI scroing.
