SpamCopURI-0.19 seems broken

I installed this yesterday in FreeBSD.

I used CPAN to install SpamCop it failed twice and successfully
installed the third time. It complained about not being able to compile
and i had like 200 instances of make process running - couldnt work any
of it out so i rebooted and ran the install again and it worked perfect.

CPAN only requires FTP access, if you have that why not use cpan to
install it?

Also is backhair.cf covered by this? I thought it was antidrug, bigevil,
bogus virus warnings and chickenpox ? Shall i remove backhair as well?
