password protected zips getting through

I try to open and I get an error, saying corrupted zip file....

We get these as well but there are no passwords on them. Try opening one of those 78 byte zips and you will see what I mean.

Hello all...
even though I have "Allow Password-Protected Archives = no" in my mailscanner conf, I still get emails going through with apparently password protected zip files attached , mind you the zip files are empty, so I do not know if its mailscanner doing something to it or they are that way before they get to the server as I do not seem to see any reference in my logs to mail scanner doing anything to these files.....??
I am running MS 4.28
SA 2.63
with a few conf files
On redhat 9.0
