How about the forward option in a ruleset?  You'd need the ruleset for
the options Spam Actions, High Scoring Spam Actions, and Non Spam
Actions if you want to catch it all.  The ruleset would look something like:

To:  spam at domain1.com    forward user at local.domain
FromOrTo:  default   deliver
