I guess it depends on the time it takes the mirroring to propagate...
a few hours ago (when I got the first 2 messages from this thread) I
didn't find it, now I see it at
http://www.cpan.org/modules/by-authors/id/N/NE/NEDKONZ/Archive-Zip-1.12.tar.gz
but you might as well be seing a different www.cpan.org than I do...
