MailScanner 4.31.6 and SpamAssassin 2.63 spam actions

On my new box im running MailScanner 4.31.6 and
SpamAssassin 2.63 and my spam actions are not running.
 Look at log example below, and see the score is high
11 and the required is 3 and spam actions didn't kick
on.

But on my old box I have MailScanner 4.26.8-1 and
SpamAssassin 2.63 and my spam actions run fine.
