MailScanner not always starting correctly.

The "restart" has a "sleep" command in between the "stop" and the "start".
You may just need to increase that on your system. If you have a
/etc/sysconfig/MailScanner then you can configure the sleep delay in that
file and your change will be preserved across upgrades.
