default file rule

Because there are rules later on in the file which may deny them.

If you want to change the default to deny, add a rule at the end of the
file that says

deny    .       Attachments are not allowed     Attachments are not allowed

(Remember to separate each of the 4 fields with tab characters and not just
spaces).
