Minimum Stars If On Spam List Broken

Hiya.  I'm running 4.26.8 and trying to use the new setting "Minimum Stars
If On Spam List" to have it put a X-Spam-Score header when a spam blacklist
is triggered via MailScanner and I have it set not to process through
SpamAssassin if found on one of the blacklists.  Here is what I have set in
the conf:

Spam Score = yes
Check SpamAssassin If On Spam List = no
Minimum Stars If On Spam List = 5

However, it is not working as expected.  No X-Spam-Score header is added.
