Bayes Engine not being used?

I had done all this already. The only thing that got it working was to
import the bayes data from the other MailScanner system. This got bayes
working again. Anybody know why? I mean, this was a plain vanilla install
of SA so I am curious to learn why the bayes engine was not being used.
