[OT] - Size limit rules

This might be somewhat off topic. I have a need to limit the size of emails from/to
certain users or certain domains to a maximum number of bytes regardless of
attachments or not. This has to be with incoming and outgoing emails (to the same
maximum size for both cases). This site runs qmail. Limiting the size of outgoing
emails seems like a less frequent thing to do. Qmail can limit but not per user or
domain. I am thinking of using Mailscanner for this purpose. Can I do that with
Mailscanner in a rule set? Any other ideas for this?
