Question - Filtering EXEs, but not in zip files?

It seems our Mailscanner implementation is filtering executables attached
to messages (which is good), as well as executables within zip files
attached to messages (which is bad). Is there any way we can direct
Mailscanner to allow the zipped EXEs, but not the ones that are directly
attached? Thanks!
