Help installing SpamCopURI

Hello,

When I try to install SpamCopURI the "perl Makefile.PL" step complains as
follows:

Warning: prerequisite URI 1.28 not found. We have 1.21.

Could someone advise me?  I'm assuming this means that I need to upgrade one
of the Perl modules, yes?
