This is almost always a network connectivity, DNS or other type of network
problem.
Try running:
spamassassin -D -p /etc/MailScanner/spam.assassin.prefs.conf --lint
\
2>&1 | more
And check for errors or connection problems. Note that your path to
spam.assassin.prefs.conf might be different in your not running a Linux
distribution.
