How to block delivery of MAILER-DAEMON (<>) messages?

Hello all,
On my MailScanner-host I am getting a lot of messages from external sites,
which contain non-delivery notifications for spam-messages originally sent
using faked from-adresses from our domain. As I have set 'Allow Partial
Messages = no' and these messages contain 'Content-Type: message/partial',
they are cleaned by MailScanner. As I have further set 'Deliver Cleaned
Messages = yes', they are delivered to the (faked) recipients.
I am tried to define a ruleset for 'Deliver Cleaned Messages' to exclude these
messages from delivery, but I did not succeed, because the envelope-from in
these messages is <>, and the rule
From: /^$/ no
seems not to be working.
How can I solve this problem?

MailScanner 4.35.11
sendmail 8.13.1
perl 5.8.4
