best MailScanner configuration?

Both Bayes and DCC score lower than in 2.x, feel free to bump up the
scores if you like. SURBL should be enabled by default and they hit a
lot so if you don't get those any more I understand your total scores
being lower. You should get hits like these:

URIBL_WS_SURBL
URIBL_OB_SURBL
URIBL_SC_SURBL
