      AFAIK,  mailscanner DOES allow zipped exe's so long as they
      do not contain viruses, and is in a password free zip file if
      specified.

Depends on your configuration. If you do not set your Maximum
Archive Depth to 0, and you have the default MailScanner file name
checks then .exe files will be rejected within archives as well as
unarchived.
