Replace filename.rules.conf with an empty file.
The default behavior is to allow a file.
The allow rules that exist in the default filename.rules.conf are really
just acting as exceptions to the deny rules that are further down.
However, I'd suggest reconsidering allowing *all* files without any
filename checks at all. Perhaps a less restrictive set than the default
will serve you better?
