Problem with filename ruleset for "Remove These Headers"

I have a problem with the "Remove These Headers" option. When I specify "Remove These Headers = X-Mozilla-Status: X-Mozilla-Status2:" in MailScanner.conf, everything works fine (i.e. headers /are/ removed as should be), however, when I specify a filename (such as "Remove These Headers = %rules-dir%/RemoveTheseHeaders", no headers whatsoever are being removed. Even the most basic entry does not work at all:
FromOrTo: default X-Mozilla-Status: X-Mozilla-Status2:
The %rules-dir% is set to the correct directory (since I use plenty of other rulesets) and the file "RemoveTheseHeaders" also exists with the same permissions as other rulesets. There should not be a problem there.
Does anyone else use a filename as a ruleset for this option (and are headers being removed properly)? The reason for using a ruleset, is to differentiate between mail coming in from the Internet and from the LAN and removing different headers accordingly.
I'm using the latest stable version of MailScanner: 4.35.9.
