Perl errors during 4.29-7 startup

I just upgraded my MailScanner. I am running RedHat 9 - The prior
version was running fine. When I try to start I get the following errors:

I have researched the archives but can not find any resolutions. I
examined the RedHat 9 issues and I already have my LANG variable set to
en_US.
Has anyone see this error before?
