Sorry, I was asleep at the switch a bit over here...

Were you trying to figure out how to turn on/off the name service cache
daemon?

/etc/init.d/nscd start
/etc/init.d/nscd stop

Note: There is a decent man page on this too. nscd affects more than
just dns. It also caches other databases, basically the ones supportable
by YP/NIS.
