What happens if he comments out $SIG{'CHLD'} = \&Reaper; instead? That is
were it's getting the conflict isn't it? I have done so here and things seem
to be running right. If I am not mistaken the error is because you call
waitpid in reaper and then $SIG{'CHLD'} = 'IGNORE'; shortly after. I am
running Redhat 7.3, BTW, and have no issues as it was.
