mailscanner only scanning 1 message at a time

Indeed, try reducing this to 10 to see if it helps reduce the signs. But
note that this will be less efficient.

Correct. The "messages waiting" includes all messages that are
a) being delivered
or
b) being processed by another MailScanner thread.
