MCP not working properly

I went through the MCP setup instructions on the website and downloaded some 
rules that I saved to /etc/MailScanner/mcp/, but MCP isn't filtering 
messages based on the rules, or even assigning spam scores.  When new mail 
comes in, the MCP Checks: Starting message is entered into maillog, but the 
mail is still forwarded on.  I check the headers for a score and the message 
looks like any other clean message.  I followed the instructions at 
http://www.sng.ecs.soton.ac.uk/mailscanner/install/mcp/ to the letter.  I 
downloaded the antidrug.cf ruleset.  Is there something else I'm missing.
