Notices to should be set to the email address of the postmaster (either
just postmaster if its an account local to the box, or a full address)
Perhaps you could post a hunk of your maillog showing the passage of an
infected message.

No, it just means that MailScanner is a solution for network
administrators and ISP's, not for ordinary end-users. Which is not to
say that end users don't benefit when their mail provider installs it.
POP has nothing to do with outgoing mail anyway.
