Why do? REQ: ruleset for Mail Archiving

The only thing I use the Archive ruleset for is to copy all email
FromTo: user at domain   otheruser at domain

This allows otheruser at domain to get a copy of all email either From or To
user at domain.  We use this as a watchdog for questionable activities of
suspect users.
