Can't get mailscanner into the 'circuit'

This may be a case of the blind leding the blind, anyway.
Is seems that the correct sendmail is not running. On my system, FreeBsd 4.8
with mailscanner 4.22-5 (the latest in portssystem) i got a new startup for
sendmail in /usr/local/etc/rc.d/mta.sh this starts 2 sendmail in 2 different
queues, sendmail recives mail in one of them. Mailscanner then moves the
mail from one queue to the other. In your case it seems as sendmail is doing
all the moving around. Also there should be a modification in the main
startupscript /etc/rc.conf that say sendmail_enable="NO" to prevent the
default sendmail starting at boot. try to stop the current sendmail process
(es) and look for the new startupscript to start sendmail with 2 queues.
